AGENCY FOR NATIONAL HUMAN RESOURCE DEVELOPMENT
is looking for a candidate to fill in the position of:
Principal Scholarship Administrator - SB7-SB9
Main Purpose
Participate in all duties pertaining to performance scholarship administration.
Responsibilities
- Oversee the quarterly and annual reports on the performance of the section
- Monitor the expenses incurred for tertiary training budget and advise the director
- Oversee the processing of applications for GOS and foreign funded scholarships;
- Lead the scholarship selection process
- Lead the review of training administration procedures periodically
- Coordinates tertiary training budget in collaboration with finance section
- Advise on policy issues related to scholarship administration
- Formulate reports in topical issues relating to scholarship administration
- Participate I Career Education Programmes organised by the Ministry of Education
- Participate in career education programmes organised by the Ministry of Education
- Participate in labour and HRD activities organised by the Ministry for Labour and Human Resource Development
- Conduct appraisal review for staff of the section;
- Assist with capacity Building programmes
- Formulate the annual training plan;
- Lead the recovery of debts
- Oversee the day to day management of the section
- Represent the section in appropriate forum
- Oversee relevant studies commissioned by the Agency
- Any other assign duties
Qualification:
- Bachelor Degree in Human Resource Management/Business Management/Administration or relevant field plus five years’ work experience
- Diploma in Human Resource Management/Management/Business Management/Business studies/relevant field plus three years’ relevant work experience

- The ability to encourage and motivate people and to ensure teamwork to produce services that are satisfactory to all relevant parties in the Agency.
- Possess analytical, critical, Leadership skills and Management skills.
- Organisational, planning and time management skills
- Ability to devise a training strategy for the Section staff for efficient service delivery
- Effective communication, negotiation and presentation skills
- Report writing and record keeping skills
- Ability to manage budget
- Computer literate
Accountability:
- The job holder is to ensure that training cost are properly calculated which in the event of a mistake could result in significant losses to the government
- Freedom to act according to the procedure manual
